EXPLANATORY NOTE

Under section 45 of the Solicitors Act 1974 the Lord Chancellor may appoint persons (referred to in that section as “lay observers”) to examine allegations from members of the public concerning the Law Society's treatment of complaints about solicitors and certain other persons. This Order adds the office of lay observer to the offices listed in Schedule 1 to the Superannuation Act 1972, and thereby brings persons serving as lay observers within those to whom the principal civil service pension scheme (made under section 1 of that Act) may apply.
