This Order brings sections 9 and 10 of the Video Recordings Act 1984 into force in England, Wales and Northern Ireland for certain purposes on 1st September 1986. The sections are brought into force in Scotland on the same day and for the same purposes by the Video Recordings Act 1984 (Scotland) (Commencement No. 3) Order 1986 (S.I. 1986/1182).
Sections 9 and 10 create the offences of supplying, offering to supply and possession for the purpose of supply of a video recording containing an unclassified video work. This Order brings these sections into force in respect of an unclassified English language video work which has been sold, let on hire or offered for sale or hire in the United Kingdom to the public in video form before 1st September 1986 and of which no film version has been registered since 1st January 1940 under Part II of the Films Act 1960 (c. 57).
