32. Any person who without reasonable excuse contravenes, or fails to comply with any provision of regulations [F125] [F225A], 26 or 29, shall be guilty of an offence under the 1986 Act and shall be liable on summary conviction to a penalty not exceeding—
(a)for any one offence, level 3 on the standard scale, or
(b)except in relation to regulation 29, for an offence of continuing any such contravention or failure after conviction, £40 for each day on which it is so continued.
