32. Any person who without reasonable excuse contravenes, or fails to comply with any provision of regulations 25, 26 or 29, shall be guilty of an offence under the 1986 Act and shall be liable on summary conviction to a penalty not exceeding—
(a)for any one offence, level 3 on the standard scale, or
(b)except in relation to regulation 29, for an offence of continuing any such contravention or failure after conviction, £40 for each day on which it is so continued.
