PART II E+W+S persons to whom regulation 19 does not apply

17.  A person aged 16 or over but under 19 who is in the care of a local authority under a relevant enactment except someone who is personally liable to pay the cost of his accommodation and maintenance direct to someone other than a local authority. E+W+S
