[F176.—[F2(1) Any payment made by a local authority, or by the [F3Welsh Ministers], to or on behalf of the claimant or his partner relating to a service which is provided to develop or sustain the capacity of the claimant or his partner to live independently in his accommodation.]
(2) For the purposes of sub-paragraph (1) “local authority” includes, in England, a county council.]
