Where benefit is paid to a person under the age of 18 (whether on his own behalf or on behalf of another) F2a direct credit transfer under regulation 21 into that person’s account, or the receipt by him of a payment made by some other means, shall be a sufficient discharge to the Secretary of State F3or the Board.
