Where benefit is paid to a person under the age of 18 (whether on his own behalf or on behalf of another) [F2a direct credit transfer under regulation 21 into that person’s account, or the receipt by him of a payment made by some other means,] shall be a sufficient discharge to the Secretary of State [F3or the Board].]
