The Secretary of State for the Environment in respect of all water authorities except the Welsh Water Authority, and the Secretary of State for Wales in respect of the Welsh Water Authority, with the approval of the Treasury, in exercise of the powers conferred on them by section 29(2)(a) of the Water Act 19731, and of all other powers enabling them in that behalf, hereby make the following Order:
