No grant shall be made by a F1... registrar—
a
in any case in which there is contention, until the contention is disposed of; or
b
in any case in which it appears to him that a grant ought not to be made without the directions of a judge or a F2district judge.

In any case in which paragraph (1)(b) applies, the F1... registrar shall send a statement of the matter in question to the Principal Registry for directions.

A F3district judge may either confirm that the matter be referred to a judge and give directions accordingly or may direct the F1... to proceed with the matter in accordance with such instructions as are deemed necessary, which may include a direction to take no further action in relation to the matter.
