The Secretary of State, in exercise of the powers conferred on him by sections 1 and 2 of the Housing (Financial Provisions) (Scotland) Act 1978(1) and of all other powers enabling him in that behalf, and after such consultation with such associations of local authorities as appear to him to be concerned as is required by the said sections 1 and 2, and with the consent of the Treasury, hereby makes the following Order, a draft of which has been approved by the House of Commons:
