The Secretary of State, having received relevant proposals, having taken into consideration the need for conservation, having been satisfied that there will be a significant increase in the availability of fishing for freshwater fish in the prescribed area and that such fishing will be available therein as specified in section 1(3)(c) of the Freshwater and Salmon Fisheries (Scotland) Act 1976(1), having carried out all necessary consultations, having directed publication of the proposals and having considered all representations and objections duly made and not withdrawn, as required by section 1(1) and (3) of, and paragraphs 1 to 4 and 5(1) of Schedule 1 to, the said Act, in exercise of the powers conferred on him by section 1 of that Act, and all other powers enabling him in that behalf, hereby makes the following Order:
