The Secretary of State for the Environment, as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of the powers conferred upon them by section 5 of the Protection from Eviction Act 1977(1), and of all other powers enabling them in that behalf, hereby make the following Regulations:
