The Secretary of State in the exercise of his powers under paragraph 4(1) of Schedule 6 to the Financial Services Act 19861 and of all other powers enabling him in that behalf and after consulting the Council on Tribunals in accordance with section 10 of the Tribunals and Inquiries Act 19712, hereby makes the following Rules —
