The Secretary of State for Social Services, in exercise of the powers conferred upon him by sections 59A(10), 76, 77, 82(5) and 129 of, and Schedule 20 to, the Social Security Act 19751 and of all other powers enabling him in that behalf, after reference to the Industrial Injuries Advisory Council2, hereby makes the following Regulations:
