The Secretary of State for the Environment, being also the appropriate Minister (in the case of land vested in the statutory undertakers mentioned in the Schedule to this Order) for the purposes of section 141(3) of the Local Government, Planning and Land Act 19801, in exercise of the powers conferred on him by section 141(1) and (3) of that Act and of all other powers enabling him in that behalf, hereby makes the following Order:
