The Secretary of State, in exercise of the powers conferred on him by sections 19, 27, 28, 105(7), 106(a) and 108(1) of and Schedule 1, paragraph 11(b) and (c) to the National Health Service (Scotland) Act 19781, and of all other powers enabling him in that behalf, hereby makes the following Regulations:
