Whereas it appears to Her Majesty that provision will be made under the laws of the Bailiwick of Guernsey giving adequate protection to persons making charges for programmes included in broadcasting or cable programme services provided from the United Kingdom and for encrypted transmissions sent from the United Kingdom:

Now, therefore, Her Majesty, by virtue of the authority conferred upon Her by section 299(1) of the Copyright, Designs and Patents Act 19881, is pleased, by and with the advice of Her Privy Council, to order, and it is hereby ordered, as follows:
