Coming into force

The Secretary of State for Transport, the Secretary of State for Scotland and the Secretary of State for Wales, acting in the manner and in the exercise of the powers specified in the Appendix to this instrument, hereby –

  1. a

    after consultation with representative organisations in accordance with section 134(2) of the Road Traffic Regulation Act 19841 and section 195(2) of the Road Traffic Act 19882, make the Regulations set out in Part I; and

  2. b

    give the Directions set out in Part II of this Instrument.
