The Secretary of State, in exercise of the powers conferred on him by section 3(1), (2), (3) and (6) of the Access to Personal Files Act 19871, having consulted in accordance with section 3(4) of that Act such bodies representing social work authorities as he thought appropriate, hereby makes the following Regulations a draft of which has been laid before and approved by resolution of each House of Parliament:—
