5. The Minister shall convert into direct sales quota so much of applicants' unused wholesale quota as will not exceed the amount by which the aggregate direct sales of dairy produce of direct sellers exceed the aggregate direct sales quota, adjusted to take into account the conversion, if any, under paragraph 4, of direct sellers in that quota year.
