In exercise of the powers conferred upon me by sections 2(1) and 3(4) of the Welsh Language Act 1967(1), I hereby make the following Order:–
1. This Order may be cited as the Representation of the People (Welsh Forms) Order 1989 and shall come into force on 21st April 1989.
2. The Elections (Welsh Forms) Order 1970(2) is hereby revoked.
3. In this Order “the 1983 Act” means the Representation of the People Act 1983(3).
4. Each of the forms set out in Schedule 1 to this Order is hereby prescribed as the version partly in Welsh and partly in English which shall be used:
(a)in the case of form 1, at a parliamentary election in Wales in place of the notice required by rule 29(5) of the parliamentary elections rules in Schedule 1 to the 1983 Act (voting compartment notice)(4);
(b)in the case of form 2, as the proxy paper to be issued by the registration officer in Wales in place of form D (proxy paper) in Schedule 2 to the Representation of the People Regulations 1986(5); and
(c)in the case of forms 3, 4 and 5, at a parliamentary election in Wales in place of forms H, J and K (declarations of identity), respectively, in Schedule 2 to the Representation of the People Regulations 1986.
5. Each of the forms set out in Schedule 2 to this Order is hereby prescribed as the Welsh version which may be used at a parliamentary election in Wales in place of the forms prescribed by the following provisions in the parliamentary elections rules in Schedule 1 to the 1983 Act, which provisions are:
(a)in the case of form 1, rule 35(1)(a),
(b)in the case of form 2, rule 35(1)(b),
(c)in the case of form 3, rule 35(2),
(d)in the case of forms 4, 5 and 6, the form of nomination paper, the form of directions for the guidance of the voters in voting(6) and the form of declaration to be made by the companion of a blind voter, respectively, set out in the Appendix to those rules.
6. The forms set out in Schedules 1 and 2 to this Order, except forms 1, 2 and 3 in Schedule 2, may be used with such modifications as circumstances require.

(i) “Ai chi yw'r person y gwelir ei enw fel A.B. yn y rhestr ddirpwyon ar gyfer yr etholiad hwn, fel un sydd â hawl i bleidleisio fel dirprwy ar ran C.D.?”
(ii) “A ydych eisoes wedi pleidleisio yma neu rywle arall yn yr is-etholiad [etholiad cyffredinol] hwn fel dirprwy ar ran C.D.?”
“Ai chi yw gŵr [gwraig], rhiant, tadcu [mamgu], brawd [chwaer], plentyn, neu ŵyr [wyres] C.D.?”

This Order replaces and revokes the Elections (Welsh Forms) Order 1970 (“the 1970 Order”). The forms prescribed by Schedule 1 to this Order are versions partly in Welsh and partly in English which must be used in Wales for the purposes referred to in article 4 of this Order. The forms prescribed by Schedule 2 to this Order are Welsh versions of certain forms which may be used at a parliamentary election in Wales.
The differences between this Order and the 1970 Order are as follows. The bilingual versions of the forms in Schedule 1 to this Order are not prescribed by the 1970 Order. Schedule 2 to this Order omits the Welsh version of the declaration of secrecy consequent on the repeal of the requirement for such a declaration but includes the Welsh version of the directions for the guidance of the voters in voting.
NODYN ESBONIO(Nid yw'r nodyn hwn yn rhan o'r Gorchymyn)
Mae'r Gorchymyn hwn yn disodli a diddymu'r Elections (Welsh Forms) Order 1970 (“Gorchymyn 1970”). Mae'r ffurflenni a bennir gan Atodiad 1 y Gorchymyn hwn yn fersiynau rhannol Gymraeg a rhannol Saesneg y mae rhaid eu defnyddio yng Nghymru at y dibenion y cyfeirir atynt yn erthygl 4 y Gorchymyn hwn. Mae'r ffurflenni a bennir yn Atodiad 2 y Gorchymyn hwn yn fersiynau Cymraeg o rai ffurflenni y gellir eu defnyddio mewn etholiad seneddol yng Nghymru.
Mae'r gwahaniaethau rhwng y Gorchymyn hwn a Gorchymyn 1970 fel a ganlyn. Ni phennwyd fersiynau dwyieithog y ffurflenni gan Atodiad 1 y Gorchymyn hwn gan Orchymyn 1970. Mae Atodiad 2 y Gorchymyn hwn yn hepgor fersiwn Cymraeg y datganiad cyfrinachedd o ganlyniad i ddiddymu'r gofyniad am ddatganiad o'r fath ond mae'n cynnwys fersiwn Cymraeg o'r cyfarwyddiadau i bleidleiswyr wrth bleidleisio.
1967 c. 66; section 2(1) was extended by section 22(1) of the Representation of the People Act 1985 (c. 50).
Rule 29(5) was amended by paragraph 79 of Schedule 4 to the Representation of the People Act 1985.
S.I. 1986/1081; the form of proxy paper was amended by regulation 6 of, and paragraph 1 of Part I of Schedule 4 to, the European Parliamentary Elections Regulations 1986 (S.I. 1986/2209) (the citation of which has been amended by section 3(1)(b) and (2)(b) of the European Communities (Amendment) Act 1986 (c. 58) on the coming into force of the Single European Act (Cmnd. 9758) on 1st July 1987).
The form of directions for the guidance of the voters in voting was substituted by the Representation of the People Act 1985, Schedule 4, paragraph 86.
