The Secretary of State for the Environment, as respects England, and the Secretary of State for Wales, as respect Wales, in exercise of the powers conferred by paragraph 11 of Schedule 23 to the Highways Act 1980(1) and now vested in them (2) and of all other powers enabling them in that behalf hereby make the following Order:
