The Minister of Agriculture, Fisheries and Food, the Secretary of State for Health and the Secretary of State for Wales, acting jointly, in exercise of the powers conferred by section 119 of the Food Act 1984(1) and now vested in them(2) and, being Ministers designated(3) for the purposes of section 2(2) of the European Communities Act 1972(4) in relation to measures relating to the description of and other requirements relating to spirit drinks, acting jointly, in exercise of the powers conferred upon them by the said section 2(2), and of all other powers enabling them in that behalf, hereby make the following Regulations:–

1984 c. 30; section 132(1) contains a definition of “the Ministers” relevant to the exercise of the statutory powers under which these Regulations are made.

1972 c. 68; section 2 is subject to Schedule 2 to that Act and is to be read, as regards England and Wales, in relation to offences triable only summarily, with sections 37, 40 and 46 of the Criminal Justice Act 1982 (c. 48) and with section 52(4) of the Criminal Justice Act 1988 (c. 33), in relation to offences triable on indictment or summarily, with section 32 of the Magistrates Courts Act 1980 (c. 43) and with section 51(5) of the Criminal Justice Act 1988, and in each case, with S.I. 1984/447.
