The Secretary of State for Transport, the Secretary of State for Scotland and the Secretary of State for Wales—
- (a)acting jointly in exercise of the powers conferred upon them by section 64 of the Road Traffic Regulation Act 19841, and
- (b)
acting severally, in relation to England, to Scotland and to Wales respectively, in exercise of the powers conferred on them by section 25 of that Act and of all other enabling powers,
and after consultation with representative organisations in accordance with section 134(2) of that Act, hereby make the following Regulations:—
