3. In Part II of Schedule 2 after paragraph 3 there shall be added—
“4. Subject to paragraphs 5 and 6, a globe may be fitted with—
(a)a backing board designed to improve the conspicuity of the globe;
(b)a shield designed to prevent or reduce light from the globe shining into adjacent properties; or
(c)such a board and shield.
5. If a backing board or shield is fitted to a globe it shall—
(a)be firmly secured;
(b)not prevent any driver of a vehicle proceeding towards the zebra crossing in question from seeing the globe; and
(c)not constitute a danger to any user of the road.
6. Any backing board shall be coloured black and may have a white border.”
