The Secretary of State, in exercise of the powers conferred on him by sections 54(3) and (5), 55(2), 78(4) and 80(1) of the Self-Governing Schools etc. (Scotland) Act 19891 and of all other powers enabling him in that behalf, hereby makes the following Regulations:
