The Secretary of State for Transport in exercise of his powers conferred by section 6 of the Road Traffic Regulation Act 1984(1) (“the 1984 Act”) and of all other enabling powers, and after consulting the Secretary of State for the Home Department pursuant to section 7(6) of the 1984 Act, hereby makes the following Order:—

1.  This Order may be cited as the A12 Trunk Road (Eastern Avenue, Havering) (Prescribed Routes) Order 1990 and shall come into force on 27th August 1990.

2.  In this Order:—

“central reservation” means that part of Eastern Avenue which separates its two carriageways for the safety and guidance of vehicles using that road;

“Eastern Avenue” means the length of the London—Great Yarmouth Trunk Road (A12) in the London Borough of Havering known as Eastern Avenue;

“eastern traffic island” means the island site in the westbound carriageway of Eastern Avenue which extends to the junction from a point 10 metres east of the junction;

“western traffic island” means the island site in the eastbound carriageway of Eastern Avenue which extends to the junction from a point 11 metres west of the junction;

“the junction” means the junction of Eastern Avenue with the highway known as Mawney Road.

3.  Every person causing or permitting a vehicle to pass to the right of the western traffic island shall cause that vehicle to turn right into that length of Mawney Road extending from the southern side of Eastern Avenue.

4.  Every person causing or permitting a vehicle to pass to the right of the eastern traffic island—

(a)shall cause the vehicle to turn right into that length of Mawney Road extending from the northern side of Eastern Avenue; or

(b)is permitted to cause that vehicle to make a U-turn at the junction in order to proceed in Eastern Avenue in the opposite direction.

5.  Save as provided in articles 3 and 4 of this Order, no person shall cause or permit any vehicle proceeding in Eastern Avenue to make a right turn or to make a U-turn at the junction.

6.  Nothing in this Order shall apply:

(a)to anything done with the permission at the discretion of a constable in uniform or of a traffic warden;

(b)to a vehicle being used for police, ambulance or fire brigade purposes; or

(c)to a vehicle being used by the London Borough of Havering in pursuance of its statutory powers and duties.
