31st October 1990 shall be the appointed day for the purposes of both section 2(4) and section 4(2) of the Trustee Savings Banks Act 1985 (which respectively provide for the abolition of the Central Board and the dissolution of the existing banks) and, subject to the savings provisions hereinafter appearing, for the repeal of the provisions of the Trustee Savings Banks Act 19812 (referred to below in this Order as “the 1981 Act”) which are set out in the Schedule to this Order.
