Whereas Her Majesty in pursuance of the Regency Acts 1937 to 1953, was pleased, by letters Patent dated the 18th day of January 1990 to delegate to the six Counsellors of State therein named or any two or more of them full power and authority during the period of her Majesty’s absence from the United Kingdom to summon and hold on Her Majesty’s behalf Her Privy Council and to signify thereat Her Majesty’s approval for anything for which Her Majesty’s approval in Council is required:

And Whereas a draft of this Order was laid before Parliament in accordance with the provisions of section 1(2) of the Census Act 19201 and section 6(2) of the Statutory Instruments Act 19462, and both Houses of Parliament have by resolution approved so much of the Order as prescribes particulars with respect to the matters mentioned in paragraph 6 of the Schedule to the Census Act 1920 (any other matters with respect to which it is desirable to obtain statistical information with a view to ascertaining the social or civil condition of the population) and during the period of forty days beginning with the day on which a copy of the draft of the Order was laid before each House of Parliament neither House resolved that so much of the draft as does not prescribe such particulars should not be submitted to Her Majesty:
