The Secretary of State for the Environment, as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of the powers conferred on them by section 74(1) of the Rent Act 19771, and of all other powers enabling them in that behalf, and after consultation with the Council on Tribunals, hereby make the following Regulations:
