The Secretary of State for Health, in exercise of powers conferred on him by sections 29, 36, 39, 42, 45, 46, 49, 127(a) and 128(1) of, and paragraphs 12(b) and (c) and 16 of Schedule 5 to, the National Health Service Act 19771 and of all other powers enabling him in that behalf, and after consultation with the Council on Tribunals in accordance with section 10 of the Tribunal and Inquiries Act 19712, hereby makes the following Regulations:
