The Secretary of State for the Environment, in exercise of the powers conferred on him by sections 140(4), 143(1) and (2) of, and paragraph 6 of Schedule 12A to the Local Government Finance Act 19881, and of all other powers enabling him in that behalf hereby makes the following Regulations:
