The Secretary of State for Transport, in exercise of the powersconferred by section 14(1) and (2) of the Road Traffic Act 19881, and all other enabling powers, and after consultationwith representative organisations in accordance with section 195(2) ofthat Act, hereby makes the following Regulations:—
