In exercise of the powers conferred on the Secretary of State bysection 8(5) and (7) of the Education Act 19801 and sections 22 and 232(5) of the Education Reform Act19882, and after consulting with such persons with whomconsultation appeared to him to be desirable, the Secretary of State forEducation and Science hereby makes the following Regulations:
