This Order brings the Control of Pollution (Amendment) Act 1989 into force in three stages–provisions needed to make subregulations are brought into force on 16th July 1991;provisions needed to start the process of registration of carriers of controlled waste and those dealing with the seizure and disposal of vehicles used for illegal waste disposal are brought into force on 14th October 1991;provisions creating the criminal offence of transporting controlled waste without registering and those imposing a duty to produce a person’s authority for transporting controlled waste are brought into force on 1st April 1992.
