The Secretary of State for the Environment, in exercise of the powers conferred on him by sections 60 and 62(1)(a) of the Housing Act 19881 and of all other powers enabling him in that behalf, after consultation with the council of the City of Kingston upon Hull in accordance with section 61(1) of that Act, hereby makes the following Order, a draft of which has been laid before Parliament and has been approved by resolution of each House of Parliament:
