7.—(1) A male dog which is to be exempted from the provisions of section 1(3) of the Act shall be castrated, and a female dog which is to be so exempted shall be spayed, in either case by a [F2veterinary surgeon or veterinary practitioner], F3....
(2) A person wishing to claim exemption shall provide the Agency with such evidence as they may require of the fact that the requirements of paragraph (1) have been met.]
