The bodies corporate are established by virtue of paragraph 1(2) of Schedule 7 to the Education Reform Act 1988 by the names given in column 1 on 1st October 1991 to prepare themselves for the conduct of those institutions from 1st April 1992 which date is appointed as the transfer date, defined in section 123(2) of that Act as the date for the transfer of local education authority property, rights and liabilities to those corporations. In exercise of the powers conferred on the Secretary of State by sections 122(1), 126(2) and 232(5) and (6) of, and paragraphs 1 and 4 of Schedule 7 to, the Education Reform Act 1988 the Secretary of State for Wales, having consulted in accordance with the said paragraph 4 such associations of local authorities as appeared to him to be concerned and obtained the consent of the local education authority concerned, South Glamorgan County Council, to the making of this Order insofar as it relates to the Welsh College of Music and Drama pursuant to section 122(2) of the said 1988 Act, hereby makes the following Order:–
