The Secretary of State, in exercise of the powers conferred on him by paragraphs 11 and 25 of Schedule 7 to the Agricultural Holdings (Scotland) Act 19911, and of all other powers enabling him in that behalf, and after consultation with the Council on Tribunals as provided in section 10 of the Tribunals and Inquiries Act 19712, hereby makes the following Order:
