Whereas the Secretary of State has granted to Newport Cablevision on 23rd January 1991 a licence(“the Licemce”) under section 7 of the Telecommunications Act 19841 (“the Act”), to which section 8 of the Act applies, for the running of the telecommunication systems specified in Annex A to the Licence (“the Applicable Cabled Systems”);
