In exercise of the powers conferred on the Secretary of State by section 28(1) of the Education Reform Act 1988(1) the Secretary of State for Education and Science, as respects England, and the Secretary of State for Wales, as respects Wales, hereby make the following Regulations:
1.—(1) These Regulations may be cited as the Education (Publication of Proposals for Reduction in Standard Number) Regulations 1991 and shall come into force on 1st May 1991.
(2) The Education (Publication of Proposals for Reduction in Standard Number) Regulations 1988(2) are hereby revoked.
2. Any proposals which are required to be published by section 28(1) of the Education Reform Act 1988 (proposals for reducing any standard number applying to any county or voluntary school under section 27 of that Act) shall be published—
(a)in at least one newspaper circulating in the area served by the school to which the proposals relate;
(b)by being posted in at least one conspicuous place within that area; and
(c)by being posted at or near any main entrance to the school concerned.

These Regulations, which revoke and supersede the Education (Publication of Proposals for Reduction in Standard Number) Regulations 1988, prescribe the manner in which proposals by a local education authority or the governing body of a county or voluntary primary school, as well as of a county or voluntary secondary school, for a reduction in any standard number applying to the school under section 27 of the Education Reform Act 1988 are to be published before application is made to the Secretary of State for an order bringing about such a reduction.
