Coming into force
The Secretary of State for the Environment, as respects England, the Secretary of State for Wales, as respects Wales, and the Secretary of State for Scotland, as respects Scotland, in exercise of the powers conferred on them by section 6(2) and (7) of the Wildlife and Countryside Act 19811, and of all other powers enabling them in that behalf, hereby make the following Regulations:—
Citation, commencement and interpretation1

These Regulations may be cited as the Wildlife and Countryside (Registration to Sell etc. Certain Dead Wild Birds) (Amendment) Regulations 1991 and shall come into force on 1st April 1991.

In these Regulations “the principal Regulations” means the Wildlife and Countryside (Registration to Sell etc. certain Dead Wild Birds) Regulation 19822.
Registration2
For regulation 4 of the principal Regulations there shall be substituted—

Any registration effected before 1st April 1991 shall cease to have effect on 1st September 1992, and any registration effected on or after 1st April 1991 shall cease to have effect at the expiration of a period of three years beginning with the day on which the registration is effected.
Obligations of registered persons

Regulation 5 of the principal Regulations shall be amended by substituting the words “Schedule 1” for the words “the Schedule”.

Regulation 6 of the principal Regulations shall be amended by inserting after the word “skin” the words “or, where there is no skin, to the skeleton”.

Regulation 7 of the principal Regulations shall be amended—
a
by inserting after the word “skin”, where it first occurs, the words “or, where there is no skin, to the skeleton”;
b
by inserting after the word “skin”, in the second and third places where it occurs, the words “or skeleton”.

The Schedule to these Regulations shall be substituted for Schedule 2 to the principal Regulations.
