The Secretary of State, in exercise of his powers under section 62A of the Financial Services Act 19861 and of all other powers enabling him in that behalf, and having consulted those persons who have made rules or regulations the right to bring an action in respect of a contravention of which will be affected by these Regulations, hereby makes the following Regulations:
