The Secretary of State for Transport, being a Minister designated(1) for the purposes of section 2(2) of the EuropeanCommunities Act 1972(2) in relation to the regulation of the type, description,construction or equipment of vehicles, and of components of vehicles,and in particular any vehicle type approval scheme, in exercise of thepowers conferred by that section and of all other enabling powers,hereby makes the following Regulations:
1. These Regulations may be cited as the Motor Vehicles (Type Approval)(Amendment) Regulations 1991 and shall come into force on 30th April1991.
2.—(1) Part I of Schedule 2 to the Motor Vehicles (Type Approval)Regulations 1980(3) is hereby amended as follows.
(2) In column 2—
(a)in item 19, there is added—

1. These Regulations further amend the Motor Vehicles (Type Approval)Regulations 1980 so that—
(a)the type approval requirements relating to anchorages for motorvehicle safety belts are, as an alternative to the existingrequirements, the requirements of Council Directive 76/115/EEC asamended by Council Directive 81/575/EEC and Commission Directives82/318/EEC and 90/629/EEC;
(b)the type approval requirements relating to safety belts andrestraint systems of motor vehicles are, as an alternative to theexisting requirements, the requirements of Council Directive 77/541/EECas amended by Council Directive 81/576/EEC and Commission Directives82/319/EEC and 90/628/EEC; and
(c)the type approval requirements relating to the field of vision ofmotor vehicle drivers are, as an alternative to the existingrequirements, the requirements of Council Directive 77/649/EEC asamended by Commission Directives 81/643/ EEC, 88/366/EEC and 90/630/EEC.
