The Registrar General, in exercise of powers conferred on him by sections 1(1), 10(1), 10A(1), 39 and 41 of the Births and Deaths Registration Act 1953(1), as extended by sections 2(2) and 3 of the Welsh Language Act 1967(2), and of all other powers enabling him in that behalf, with the approval(3) of the Secretary of State for Wales(4), hereby makes the following Regulations:

1953 c. 20. See section 41 for the definitions “the Minister” and “prescribed”. Section 1(1) was amended by section 108 and paragraph 13(1) of Schedule 3 to the Children Act 1975 (c. 72). Sections 10 and 10A were substituted by sections 24 and 25 respectively of the Family Law Reform Act 1987 (c. 42) and were further amended by section 108(4) and paragraph 6 of Schedule 12 to the Children Act 1989 (c. 41) ( see S.I. 1991/828 (c.19)).

The approval of the Secretary of State is required by virtue of section 39 of the Births and Deaths Registration Act 1953.

Article 2 of the Secretary of State for Social Services Order ( see S.I. 1968/1699) transferred all functions of the Minister for Health to the Secretary of State for Social Services and Article 2(1) of the Transfer of Functions (Health and Social Security) Order 1988 ( seeS.I. 1988/1843) transferred certain of those functions, including those in relation to the registration of births and deaths to the Secretary of State for Health.
