The Secretary of State for Wales, in exercise of the powers conferred on him by section 2(2) of the Welsh Language Act 19671, section 113(1) and (2) of, and paragraphs 1(1) of Schedule 2, and paragraphs 1, 2 and 5 of Schedule 4 to, the Local Government Finance Act 19922, and of all other powers enabling him in that behalf, hereby makes the following Regulations:
