The Secretary of State for the Environment, as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of the powers conferred on them by sections 173(10), 175(1) and 336(1)1 of the Town and Country Planning Act 19902, sections 40(1), and 91(1)1 of the Planning (Listed Buildings and Conservation Areas) Act 19903, and of all other powers enabling them in that behalf, hereby make the following Regulations—
