11. The Lead in Food Regulations 1979(1) and the Lead in Food (Scotland) Regulations 1979(2) shall be amended, respectively, by deleting item 4 (flavourings) from Part II of Schedule 1 to those Regulations and inserting immediately after item 40 in Part I of that Schedule the following item—
