for the purposes of all the regulations to the extent that they relate to cases referred to in regulation 1(1)(a)
for all other purposes
The Secretary of State for Social Security, in exercise of powers conferred by sections 20(8) and 84(1) of the Social Security Act 19861 and section 166(1) to (3A) of the Social Security Act 19752, and of all other powers enabling him in that behalf, it having appeared to him that by reason of the urgency of the matter it is inexpedient to consult with organisations appearing to him to be representative of the authorities concerned3 and that by reason of the urgency of the matter it is inexpedient to refer proposals to make these Regulations to the Social Security Advisory Committee4, hereby makes the following Regulations:
